Will it be possible to form the caliphate in EUIV? This option seemed to be lacking in EUIII, while historically the caliphs title was claimed for example by the Ottomans. Since Islam requires all Muslims to live under the same state, I think it would be logical to have the caliphate in game.
If it was my decision, I would have forming the caliphate require a certain amount of regions/certain percent of muslim land to be controlled, as well as all the holy places of Islam. Forming it would give bonus's to uniting the muslim world, such as free CBs against other muslim states and easier vassalization and intergration.
