Not suggesting a colonial culture. However, despite its massive ethnic diversity, there were certain cultural traits common to native Californian tribes that separated them from desert cultures to the south and east, and there is also a distinct divide between coastal northern California and north on the one hand, which could reasonably be smushed into the Chinook culture as it already is, and the other parts of California.
Now, yes, there are currently not tags in the area, and there's even less reason to create local tags than there was for Siberian tribes. But you can pick any culture for a custom nation, and it'd be nice to be able to have a somewhat appropriate native culture to apply to Californian custom nations. There's 40 million Californians in the world, and many of us would like to be able to play with a local culture.
So, I'd like to see a Californian culture, with its northernmost provinces being Shasta, Pomo, and Maidu, and the southernmost being Tachi, Chumash, and Kumeyaay. The custom nation in the picture covers the area (it'd also be nice if we could get a bear emblem for custom flags
).
As for localization, there are dozens of languages native to the area shown, but the most numerous language/group were the Yokuts, who are also from the center of the region, so I'd say that names should be based on them. I'll see if I can dig up an appropriate name list, and post them here.
