I'm sure this has been asked a billion times...but humor me.

Why is it that when I own California (or really any territory in North America) as the United States, it quickly becomes flooded with immigrants from the East as well as all different kinds of nationalities, but when I play as Mexico, or an independent California Republic, or some other power who has taken over that area, the entire region remains empty for the duration of the game.

In other words, 1886 US California pops=108 whereas 1886 Mexican/Russian/Texan California pops=8.

What trait does the US have that allows for the rapid immigration into newly conquered territories? I have a United States of North America game where I own all of the continent and most of Mexico is Yankee.....strangely enough the Pacific Northwest is still all Native American.
