Can anyone tell me A) the provinces in California that eventually get precious metal as its resource and B) when that change to precious metal happens.

I don't think it makes any difference?
When the gold rush events occur anywhere it causes immigration to the entire state (IE, alaska. That whole state gets a massive influx of population as soon as a single province there gets the gold rush event. Same with one of the dakotas too.)
