If a small region is to poor, it´s gets annexed by its neighbors, and if you make it stronger, the opposite happens. The country/area/tribe conquer its neighbors.
What needs to be done is some kind of logistic barrier. Attack and advance to far from your nations main areas and you get a massive penalty to attribution and attack/defence, or something.
So the conquest of areas far away your capital will be harder. For Rome it would mean that taking Gaul would be easier than taking britain.
