See the pictures above. The number above the port symbol corresponds directly to the max supply throughput of that region if it is receiving or sending supplies via naval routes. The number below corresponds to the largest naval base (which doesn't seem to matter? Since naval throughput = all naval base levels put together multiplied by 3). So even though the number underneath the port isn't useful, it still represents something you can track.
Meanwhile, the number below the "infrastructure" icon does represent the total of all infrastructure in the supply region. The top number. however does *not* properly represent supply throughput for land based movement. While i can calculate the 'incoming' supply with the forumlas on the wiki (square of the average of previous infrastrcutrue /2 + square of the average of current infrastructure * 2), nothing i do to the numbers gets me the number above the infrastructure icon regularly, and it's always off by a little bit from the actual "incoming." In fact, it always seems to be a little bit lower than the "incoming" number.
Am I missing something or is there a calculation/disply error for the tooltip above the infrastructure icon? Is it supposed to display the max "incoming" supply based on the normal supply equation I described above? If so, it's definitely not doing so.
