Cadet branches not uuuuummmm branching?

So I've been playing for over 100 years, my dynasty has 11 kings, 7 or 8 Dukes, over 20 Counts, but no one has started a cadet branch. Is there some kind of trigger that will get cadet branches to start?

You need to be feudal or clan to form a cadet branch

It turned out to be a mod issue. Once I disabled it everyone started cadet branches
