I'm no expert, but I believe that Caceres, the name of an Iberian province, is a slang term in Latin for "testicles". Does anyone have any more information on this?

Where does your information concerning caceres as Latin slang term come from? No dictionary I'm aware of lists it, and I've never come across the word before.
There is, of course, the verb form "cacares"(second person singular active subjunctive in the imperfect), translating to "you would have taken a sh*t", from present infinitive cacare. This derives from the beatiful PIE root -*kakka.
Cáceres, as name of a spanish city and province comes from the Latin name castra caecilia, a military fort located in the vicinity of today's city.
The city itself goes back to a celtiberic settlement that was romanised and refounded in 35 BC as Colonia Norbensis Caesarina, which was also the name for the roman province.
