Leeds, it really depends on what you are looking for (and who you ask).

Obviously we are most familiar with our own mods but as a rough guide:
CORE - tons of events
Stony Road - more challenging but perhaps not as historical
Starfire Research - historical, strong economic model, completely revamped ground combat model

All should be considered "works in progress" (constantly improving).

I've had great games with both.

Stony Road-I've conqueored most of the world as Germany, all the allies except Austrailia, New Zealand, Canada and Mexico(who was a traitor to the Axis!) there at peace with us though :) The USA is gone and I puppeted the UK, then turned around and annexed them. The Soviet Union is gone too :D

Most of South America is also mine...

Now in Core .7 I started playing as Italy. I immediatly conqueored Yugoslavia, Albania, Greece. I joined the war later and conqueored Egypt, Iraq, Syria, Lebanon, Persia and I am currently pushing into India. I also DoWed Portugal so Nationalist Spain can do more of my dirty work

Vichy France for some reason is not a puppet of germany or in the axis, though they are at war with the allies.....

In conclusion there both great mods, so use both!

Core vs Stony Road

If I am looking for something close to the historical what would YOU recommend?

Leeds, again everyone may have a different opinion. I've strived to make Starfire Historical Mod the most historically accurate mod available. You can download it from:
http://www.mnstarfire.com/ww2/hoi/recommendations.html
(Note: I expect to be making another update on Wednesday (tomorrow)).

Specifically the economic model is far more historically accurate than any other mod. The ground combat model is also far more realistic. However many people would say the events of CORE make it more "historical".

Starfire Research is my company. I happen to also have a strong interest in World War II (specifically global simulations of WWII) and thus I've put a lot of time into modifying HoI.

As someone who has participated in the CORE and written many events and new techs, I'd obviously have to say that the CORE probably gets you as close to historical as you possibly can interms of the politics. I'm not sure about the military models, but you do get to create diverse types of units, Like SS infantry units, etc.

However, I have to say that NONE of the mods is historical down to the letter. This is more of a problem with the engine, well....limitation shall I say.

PS. There is a lot more to the CORE than the huge event database!
