I think that can be quite correct... Check the leader files and see which nation uses the highest ID's

Well but it should reduce the ic. The Jews in Germany always had a strong econmic position. So preventing the holocaust could be an option... .
That is not true. After the "Reichskristallnacht" they got expelled from their jobs. Befor that they were still allowed to follow their profession (only working for the state was forbitten).
