That's for sure a bug:

historicalleader = {
id = { type = 6 id = 09647 }
category = general
name = "C. Borgia"
startdate = {
year=1490
}
deathdate = {
year=1496
}
rank = 0
movement = 2
fire = 2
shock = 1
siege = 2
}

This C. Borgia as a venice general....

Venezia
Replace of C. Borgia

}
deathdate = {
year=1496
}
rank = 0
movement = 3
fire = 2
shock = 3
siege = 0
}

historicalleader = {

category = general
name = "Conte di Pitigliano"
startdate = {
year=1497
}
deathdate = {

Where did you road he was working for venice before 1497?
He made spiritual carieer before '97, but us he understood assassination and women has been more his stuff then bibles and induljencies he convinced his father to give him a chance as duke of romagna.
See him in venice file just sucks.

My list wasn't the correct one, it was listing the location of C. Borgia in EU2, as it is now... obviously incorrect...

And by that list I wanted to add that he is a leader for Navarra...

His importance in being navarras leader was near to zero. He was sold only cause married navarras rulers daughter, sold leading some hundred men sized armie, and people thinking he was backstabbed by his father in law letting him murder on a battlefield around a castle.

You seem to know a lot of this guy... Obviously he wasn't much of a military leader, 2/1/2/3, but a great sieger...

Different values in different files for the same leader. This might reflect that some countries hade more cannons than others though can't it?

Cesare Borgia in venice file has no sense he should be replaced by Francesco Gonzaga and Conte di Pittigliano.
Cesare Borgia in navarra file has no sense too. He fought there (in navarra) after he lose lands in italy and after been in preason in spain, so dates are wrong and much more important he was backstabbed and murdered it seems on order of his father in law.
He should be removed from navarras file.
About Ludovico Sforza he has never been a leader he should be replaced by those 2:

Milano
Replace of Ludovico Sforza

historicalleader = {

}
deathdate = {
