In my game, Byzantium lost most of anatolia to the seljuks but somehow, they still have the biggest army on the map and is even double the seljuks (they also own persia, can't really see in the screen

Why would they need nerfing if they lose much of their land?
I believe you are overlooking that a big army is not necessarily a guarantee to blob: For Byzantium especially, since they have imperial government and frequently suffer high decadence, which turns army morale down by a significant margin. Then a huge Byzantine army fights a smaller enemy army, but still retreats because their morale is low.
Of course a balance pass needs to be done from time to time, but I don't believe a single instance of a big army without blobbing is a pressing cause. I haven't heard many other complaints lately, and really Byzantines are in the spotlight quite often. Either with a call for a nerf or a buff - for now, I personally believe everything's fine.

I agree. You can see that almost the entire army comes from Vassals, which and if the Seljuks have a smaller army it means they likely have A) A tyrant B) A recent succession or C) A low skill ruler, where the Byzantines just have a very well liked ruler meaning his vassals contribute more forces to him. This will change quickly, after a succession or perhaps the Basileus will act like a dick so everyone will hate him. This is normal ebb and flow of troop count.

To add on further, the Basileus is currently at war. Although it's not readily clear as to what the war is, the coat of arms involved seems to be the Seljuks (could also be the Hashimids but that would be a lot more questionable), so from the screenshot given it seems perfectly plausible that this is a defensive war against the Seljuks, in which case the vassal opinion is going to be boosted significantly higher from the "defending against heathens/foreigners" bonus; if that's so then that means that the peacetime levies here could be much, much lower. It's a pretty hefty boost, after all

What bothers me more is those 2 counties surrounded by Seljuks still being in Byzantine hands. Is there a way to force independence of a county/duchy completely surrounded and land-locked by a 'foreign' realm?

Currently I am on my first playthrough after switching from HIP to CK2+ and I experience the same issue.

Started a Alexiad-Game. I pressed a vassal´s claim as Alexios and defeated the bigger Seljuk-army thanks to amphibious warfare ;)

Now the Seljuk-Shah is obviously facing an opinion malus etc., whereas my vassals love me like crazy. 2 years after the war, I have 23.000 Troops, Seljuk 17.000 while facing a revolt.

The caliph of Egypt declared holy war on me just now, and the amount of troops my vassals send me doubled. I have 33.000 troops now, and the caliph has like 5000...

Meanwhile, HRE can field an army as strong as 55.000 men. Wtf?

The whole situation seems very unbalanced to me.

My only problem is their firm grasp on Sicily and never loosing it to muslims. My second one is their lack of expansionism in sane areas. Never seen them boob om the Balkans or towards Egypt but always see them heading trough Pontic Steppe

When I Play, they do nothing. They might take the a county or two from Serbia that is it. They sometimes break apart in a bit, but quickly reform. Had the game running from 769 for about 80 years a few times. For me they are static.

While the Karling's keep imploding on the other side, three times since Charlie became King the rulers have been deposed for their infant son to take the throne of a fractured Kingdom.
