Byzantium needs a rework. Not in a good way.

I am a Byzantophile. I love the ERE. I spend most of my time in CKII in Byzantium.

But, I am also a historian by education.

Constantinople was in tatters in the 1400s. It currently has far too high development.
It was a shadow of its former self and a fraction of the size of

I suggest reducing the development of Constantinople by several points in each category.
Currently 9 9 5, I would recommend 4 5 3

You can make up for this a little by boosting manpower slightly in the other two byzantine provinces and Athens. As well as giving Byzantium historical friends with Venice and Genoa.

When you enact the decision 'Reestablish the Theme System' as Byzantium, or 'Make Constantinople Capital' as Ottomans, it gives an instant +11 development to Constantinople.

I propose, instead, giving a massive development discount for five decades, as well as some monarch points in each category. Perhaps -50% or -75% (additive) ticking down by 1% or 1.5% every 12 months.
As well as a 150 year reduction in building build cost in Constantinople.

Also, as Byzantium, when you 'Reestablish the Theme System', that should rename the 'Nobles' to 'Strategoi' or maybe to 'Exarchoi', and reduce their base influence and the development they demand.

As much as I hate it, I doubt the devs are going to pay really any attention to Byzantium, even to do a more concentrated nerf.

I don't think Byzantium needs anything. I'm as big a Byzantine fanboy as most of us, but in EU4 they're just another small nation that exists for but a decade or two in most games. I don't think they deserve more attention than any other nation, at least not any more than they've already got.

I mean, the game has been out how long now and IIRC historical Kurlandish colonies in Tobago and Gambia still aren't in the history files, for example. I'm pretty sure localisation exists for Neu-Kurland (Tobago) for if a German country owns it, like when I colonized it with the Livonian Order, but the actual colony isn't in history files. I even made a White House petition to have this added back around the game's release date, and it got six signatures!

Genoa and Venice weren't friends to Byzantium, or to the other byzantine rump states (such as Trebizond). Throughout their history Genoa and Venice were either at war / open hostilities with the byzantines, or had reduced them to a protectorate like in the last decades.

It was one of the very few times Venetians and Genoese worked together, bit redundant at that point ever since the Genoese transported the Ottomans over the Bosphorus for a tiny fee just to stick it to Venice and their better trade deals in Constantinople.
