Byzantium Empire Viceroyalties Stop Working

I believe that you, by accident, actually reverted your Viceroyalty law to a previous step. The 'Kingdoms' viceroyalty law allows for only Kingdom viceroys and requires Legalism 4. The better 'Duchies' viceroyalty law allows for Duchy & Kingdom viceroys and requires Legalism 8.

I presume it's an oversight, but we're looking into enhancing the way it's handled in the future.
