I leveled up Legalism to level 4, so as to finally be able to give ViceKingdom titles out. I change the Viceroyalty laws to Kingdom, and now I can do it! However, I am suddenly unable to now give out Duchies?!

And then, when I look at the laws, the next upgrade is Duchies which requires LEGALISM 8!!!

So, is this a bug or what? Why on earth is the next law labled as Duchies, yet it allows both Kingdoms AND Duchies?

Can't fix it through commands or whatever, as this is Ironman.

Am I now stop having to hand out Ducal titles properly?

No. It means that you can still hand out duchies, you just can't give make them viceroyalties. (So kingdom titles will revert back to you when the viceroy dies, but duchies are still feudal (inherited)). Once you get the next law, you can also give duchies out as viceroyalties.​

You should have always had the ability to hand out king level viceroyalties as the Byzzies, because they have Imperial Administration and Duchy Viceroyalties at every start date. The Duchy Viceroyalties law is supposed to allow both king and duke level viceroyalties.

If you weren't able to give king level viceroyalties with the Duchy Viceroyalties law, that is the bug here.

Previously, I was not able to hand out Kingdom level titles as Viceroyalty. Now, I can *only* give out Kingdom titles! This sucks quite a bit, as now all these Duchies must be inherited and I get no control, sadly.

At least I can pick the best of a bad bunch to be a vassal king!

Why is it that the Byzantines still require Legalism 8 to move to both Ducal and Kingdom, yet they apparently start with it? I obviously screwed up massively moving it, but why can't it easily be moved back?

I presume it's an oversight, but we're looking into enhancing the way it's handled in the future.

Oh well, I guess I just fell in a bit of a crack in the system :p Mainly my fault I guess for not reading properly!

Thanks for taking the time to respond :) I'll just have to deal with *shudder* hereditary Dukedoms.

I was playing as the Byzantine emperor myself, and I conquered Alania, and while I could give the duchies away as viceroyalties, the kingdom could only be given out as a feudal kingdom. This is either because the kingdom is not a de-jure part of the byzantine empire, or because part of it was still tribal lands.

Maybe that also played a role in your game?

That's interesting that it might be because it's tribal lands, but no even my De Jure Duchies can't be given as Viceroyalties anymore.

There also seems to be something else that you have to take into account; sometimes it is impossible to hand out viceroyalties when they're outside your de-jure lands.

I was playing as the Byzantine emperor myself, and I conquered Alania, and while I could give the duchies away as viceroyalties, the kingdom could only be given out as a feudal kingdom. This is either because the kingdom is not a de-jure part of the byzantine empire, or because part of it was still tribal lands.

Maybe that also played a role in your game?
It's because it was tribal - whether it's your de jure lands is irrelevant.

Does it really require Legalism level 8 to get vice-roy duchy?

I can make it with Legalism level 4 then Majesty (level 5 or 6) allowing moving from feudal to Imperial system that automatically grants vice-roy duchy

is it WAD or a bug?

Playing as Tulunid or Abbassid sunni muslim works. No need for legalism level 8.

Anyway granting too many vice-roy kingdom or duchy gives a huge "permanent" penalty (as long the vassals are still alive) => some have -25 ~ -30
