I don't think there is much difference. If you don't have the dlc, game can simply ignore the viceroy entries in history files. DLCs mostly just enable stuff (just like with retinues), the code is in the main binary.

Why did the Byzantines stop using this system if it was so waterproof?

Because the emperors that it was used under were basically a long line of military emperors who needed the system to support their campaigns. This line eventually ended and they started relying on foreign mercenaries instead, which is a period that funnily enough coincides with their downfall.

Byzantium gets a special law giving them access to the Viceroys early ( everyone else needs fairly high tech ) and giving them a slightly easier time managing their vassals.
Byzantine King level Viceroys are called Exarchs and their title is refered to as an Exarchate
Byzantine Duke level Viceroys are called Strategos and their their title is refered to as a Theme

To be fair, it also had a lot to do with manpower shortages in the empire- between the extreme number of monks and nuns (can't fight, can't produce fighters) and the constant outside attacks, the byzantines were very pressed for manpower.

The DLC feature is the ability to create them so having them in your history files shouldn't be considered an issue?

They would probably do it like that. The history files are not that big a stumbling block for Paradox to be able to make Viceroys DLC material. Until we are told otherwise i'm assuming that the Viceroys are DLC material

Probably the same way they handle Cardinals. Before I bought Sons of Abraham, I had some bishops who were Cardinals, but since I didn't own the DLC, it was nothing more than flavour. They could probably do the same for Viceroys.

I hope Viceroy is patch feature while regent overhaul is DLC, but I do think it is possible (in fact I lean toward the possibility) for Viceroy and Regent overhaul to be DLC feature...
Why?
Because unlike tribal holding where you temper the map and managing two version of map requires a lot of resources, Viceroy and Regent Overhaul is a mechanic and mechanic isn't that hard on resources to implement/maintain, kinda like how you have different version of rebellion if you do or if you do not have ToG...

I mean, it is a very interesting feature, but if you want people to buy your stuffs, it would make sense if you put the interesting feature in it...
Afterall, they already put another very interesting feature in patch, the tribal holding...

Whats the differences between having a king as a vassal or appoint an viceroy?

I'm afraid i wont pay for Charlemagne only to have the viceroy mechanic.

Damn.....it is a feature to make things easier for those who has the DLC, just like the retinues

Since we are being allowed to restore the Exarchates, shouldn't the title of empire's marshal be "Magister Militum" as it was in the 4th century? I mean, instead of Strategos or that new title replacing it?

Aside from the Emperors themselves, the Magister Militum was the main commander of the armies of the late empire.

Byzantium gets a special law giving them access to the Viceroys early ( everyone else needs fairly high tech ) and giving them a slightly easier time managing their vassals.
Byzantine King level Viceroys are called Exarchs and their title is refered to as an Exarchate
Byzantine Duke level Viceroys are called Strategos and their their title is refered to as a Theme

IIRC,the Greek version of Magister Militum is just strategos. Another thing is that, there's many magister militums throughout the Roman Empires. There's like one for every military theater.
