Initially that's true.Except later on during most of the game's time-span, it became a highly prestigious title granted by the king.In many places, the title turned into the office denoting the King's second in command in the army, the de facto commander in chief.Marshall just means stable keeper. It's not restricted to kings. It was an important office in many courts not just for kings. Protostrator is the exact Byzantine equivalent of this title.
Byzantium gets a special law giving them access to the Viceroys early ( everyone else needs fairly high tech ) and giving them a slightly easier time managing their vassals.
Byzantine King level Viceroys are called Exarchs and their title is refered to as an Exarchate
Byzantine Duke level Viceroys are called Strategos and their their title is refered to as a Theme
dlc:although i also think that megas domestikos would be better than protostrator it's a minor detail. I'm very glad that you made these changes! I have to ask however because i don't remember - are the viceroys part of the free patch or of the dlc?
now, to viceroys... With the charlemagne dlc, it will be possible for a non-tribal emperor tier character to appoint viceroys to rule any kingdom or duchy titles that the emperor himself holds.

Especially because they don't like that retuines are a DLC feature and this would be similiar. Oh and how would viceroys be in the history files if they are DLC only?
