This is reasonably straightforward, but the flavor text given for the idea is that people are encouraged to move out and populate the land after the infrastructure has been damaged, this also fits with the idea of the Romans rapidly developing large areas of land. The +% manpower and +% goods produced were good while development was not in the game, but now that it is it makes sense to change the idea to more accurately fit what it describes.
