Yea unfortunately that is one massive downside as those provinces give -2 unrest. But even so, -9 or -11 is still pretty high. Then again you can just accept all those cultures and get rid of the negative modifiers...
Or pick influence ideas as well as religious ideas and convert them away at really cheap bird cost.

What they need badly is a cultural rework, so they can finally get some ideas / mechanics w/e to "re-greek" Anatolia and / or assimilate/ expel the Turks back into the Steppes.
As someone mentioned the only -10% stab cost is the hot garbage one in the set and I would like to have it changed too (or a 2ndary bonus be tagged on)

Funnily enough you can pretty easily mod this thanks to some near-vestigial functions left behind by Paradox. Cultures can be given modifiers when they are your primary (individual and/or group). If PDX did this, then smaller cultures could get a huge buff by having more meaningful modifiers vs. larger culture groups. I can see the racial profiling argument, but that already sort of exists with national ideas (Korean NIs, anyone?)

The only thing I really miss from their NIs is culture conversion.
One of my goals as Byzantium is always to convert at least Western and coastal Anatolia back to Greek, so it'd be quite helpful.
And seeing as the Byzantine culture group is already very weak, this little boost wouldn't feel very op, I think it's quite necessary actually.

Hell, considering how many SEA nations are getting culture conversion cost reduction (one of the rarer modifiers, period) as a reward for completing missions, there is no reason why Byz couldn't get it as well.

Exactly, it could be reward for some mission.
Actually what Byz needs is a rework of it's missions, definitely could use some permanent modifiers for reconquering it's old territories

A nation with CCR and/or Admin Efficiency can probably be played a number of ways. Different paths of conquest, form different nations, assume different religions, etc. Byzantium's ideas strongly encourage a singular path, but if you lean into that path it's quite potent. They synergise so well with Religious ideas that it becomes relatively easy to build a highly stable core empire before absolutism rolls around. And while I'd like some more end-mission modifiers as rewards which are in vogue, if I'm honest the main change I'd be interested in is getting rid of the Territory penalty to conversion, and that's more for general reasons than Byzantium specifically.

Oh, and a rework of religious zeal, but that's wandering off topic.

What bugs me is that Byzantium is one of the only nations to have an idea that nerfs them. The -10% Stab cost reduction idea disabled the faction events which are 50 free mana more often than not.
