Byzantine emperors can only have landed commanders. However, there is an event where your marshal will occasionally find a talented military man to join your ranks. But the person in question is not landed and so does not automatically become a commander.
But I later noticed that my election power dropped by 20, with the explanation "discharged competent commanders". Since I've never fired any commanders before, I assume what happened was that the talented recruit earlier cost me election points because he was disqualified from being a commander by not being landed.
Surely, this must be a bug.
