These bugs are just more evidence that I was correct in my suspicion that all the data for all the up and coming DLCs up to Megacorp is already on your console and within your game. I suspected it when I bought the Year 2 pass and Synthetic Dawn was just there, ready to be played without any further download. Then reports started to creep in that the AI had Titan construction facilities and civics that weren't available to the player, and I feel like my suspicion was proven right when Humanoids and Apocalypse became available and all I had to again was activate them without any further downloads. I don't know what the deal with datamining is, but it's clear to me that if someone looked into the files and data that in the current version of Stellaris Console Edition they'd find that everything has already been laid out - all it needs is you to buy a pass and unlock it. A few people disagreed, more shouted me down but I feel totally vindicated.

The game does not have all the data or they would release the dlc how would it make sense not to release it if it was finished they put what parts they had finished in the game so that when they add the rest of it it will be a smaller download size.
About titans being in the game before apocalypse was released fallen empires have had them since pre 2.2 so they have been in the game for a long time.
Why wouldn't they put the synthetic dawn expansion stuff in the game with the 2.2 update also the update right before apocalypse and humanoids was released probably added the data into the game because that is how most developers do dlc by adding the stuff in an update shortly before the dlc is released so that when a player purchases the dlc they can start playing instantly instead of waiting for a 2 gb download and some game that do this have dlc in the 10 gb range so of course they are going to add the date shortly before the release of the dlc.

Paradox has not released the DLC in an attempt to avoid another year-long wait between updates, as with what happened with Utopia and Synthetic Dawn.
A lot of games do this when being transferred to console versions; it’s because 2.2 was a massive update that changed everything in the game, and another jump to 2.7 will probably take ages as well.

I disagree with pretty much all of this when your only argument against what I've said is "They wouldn't do that!"
Fact is that devs do this all the time. Maybe it's to save time, maybe it's so they can have a more rigid release schedule and get a head-start on future content. I'm not debating their intentions on the matter, I'm just saying that the data is there and all it needs is you to buy a season pass and unlock it. I'm not even saying that's a bad thing, I'm just calling it like I see it. I do know that Byzantine Bureaucracy is in the game and unavailable to the player because it's Megacorp content, and I do know that Titan production modules weren't in the game pre-2.2 update but were used by the AI post-2.2 but before Apocalyse came out.
There's probably no convincing you of my position, so I'm not going to argue for it. I've said my piece already and if you disagree, you disagree.
However, I do have two questions.

1) Do you currently have all the available season passes and DLC for the game?
2) Have you had to download *anything* since the major 2.2 update in May and the following stability patch?

I have it all, I have it all activated and the last thing I had to download was that 2.2 patch in May, as well as the stability patch that came afterwards.

2) I had to download like 50 some megabytes for the dlc and I wouldn't know if there was anything else besides that because I never even would have known that a stability patch was released if I hadn't seen it on here because of the auto update feature consoles have

Do you think that all of the content available in Humanoids and Apocalypse would fit into a 50 megabyte download?

Titan's were in the game a long time ago for AFE's, but after the big patch and before the release of Synthetic Dawn, the mechanics for building Titan's were added to the game, as opposed to AFE's just spawning them. As were the mechanics for many features yet to be released as dlc. Origins for example. It isn't clear just how many mechanics are currently just needing to be turned on, but the reality that game speed and stability suffer greatly right now suggests that activating everything wouldn't work too well.
