Asides using Vidmizz's future creations for political bribery, I've come to lodge my vote for slider as well as reveal some sums I've collected from Iamme's last save file. Oh, while I think of it: Yes Iamme, your new research program is better.
Anyway, I put forth the question: Should Tuscan seek to be truly Catholic? That is, truly universal?
If you respond in the positive, which I hope you will, you ought to agree that this would be best done by exporting the Republic to new territories and countries. In short, a push for a global colonial empire. Tuscany will rule the Med and the Italian independent states still require subjugation but the power to do both will derive from an overseas empire. As some provisional argument, I present to you our finances as of Iamme's last save:

If may seem peculiar that I wish to build our empire on such a pitiful sum but if we adjust the numbers to reflect their true value (the value if all efficiency were 100%), the numbers go as follows:

Tariff's could generate the third highest amount of income and that is only with our current holdings, ill-furnished and without policy support. I propose we build the needed political infrastructure now!
Using the research requirement to level up Production, we can compare such a move against staying purely European and attempting to out-tech our competitors through innovation.
6088 is the base requirement, which at 55.9 investments a month (leaving out bonuses and penalties) means we will tech up in 108 months, or 9 years.
If we simply go full innovate, we tech up in 92 months or 7.71 years. This comes at a cost of stability and religious conversion, as well as the loss of the colonial advantage.
However, if we go full narrowminded, we tech up in 123.6 months or 10.3 years. This seems bad but narrowminded allows us to more easily manage our empire and furthermore, spread it.
If we factor in the tariffs at full efficiency, all other things being equal, we cut the time to tech up, at full narrowmindedness, to just 101.88 months or 8 years. We gain, at the loss of one year, a whole number of benefits that will help build the empire. Furthermore, those tariffs will grow with the expanding empire that narrowmindedness allows, further reducing the time to tech.
This brings me to my last point: The navy boosts tariffs. Not the physical patrols but a policy change. We can boost tariffs by 25% by going full naval, as well as making it cheaper to keep the sealanes open.
I know most of this data is messy, as a result of me presenting it in something of a rush but the general plan I hope is clear: Decide on empire now and build for it's fruition. As such, I present the 'Empire doctrine'.
EMPIRE DOCTRINE
Whereas Tuscan will prove most powerful with a global empire

Seeking such an empire,
This Doctrine advocates the following measures be undertaken.
First, a full commitment to the Navy, to be enacted over the following 50 years. During these years, those following this Doctrine will vote SLIDER:NAVY and support measures that reduce the cost of building and maintaining the navy. This measure will be seen as successful when Tuscany is fully Naval with regard to policy and has enough ships to ensure 100% Tariff efficiency.
Second, with the Navy properly supported, this doctrine advocates the regulation of political, industrial, commercial, military and naval innovation to prevent more recent ideas from displacing traditional one without due caution and consideration. Evolution and reform will be favored over revolution and radical dogma. This will ensure peace across the empire, aiding both national interest and individual happiness.
As Such, in keeping with the second measure, one should vote SLIDER:NARROWMINDNESS following the completion of the first measure, and encourage any National Ideas that would aid stability, unity and/or production.
Third, expenses allowing, followers of this doctrine will vote in approval of any colonization votes or wars of colonial conquest. As production affects tariffs, the possession of valuable resources shall guide such votes.
Forth, National interest will place adequate weight upon oversea territories, during and in anticipation of war. The seizing of a large colonial area will be seen as more fruitful than unguided dominion in Europe. This measure should not conflict with the desire that Tuscany rule throughout the Italian region.
Fifth,
Whereas narrowmindedness aids the empire as a whole from falling to folly, it inhibits the positive aspects of discovery.
Yet Holland, as our vassal and shrewd trading nation, may embrace excessive innovation without risk to an empire.
Therefore, a position close to Holland will help to mitigate the negatives of narrowmindedness should we fall behind.
As such, Utrecht must be seen from herein as a coveted province of Tuscany. It position alongside our Dutch vassal makes it important.
Sixth, governmental forms that increases the pace of policy considerations will be seen as favorable so long as it remains Republican in nature. Republics are defined by their capacity to elect rulers for fixed terms that last no longer than 20 years.
