I've just recently bought the game and started visiting the forum and this seems like a fun idea.
I'd love to join in and hope we get a resolution to the most recent vote soon.
I'm playing on IN (eu complete) so I'm not sure if the save games are compatible but I'd be happy to act as an 'elector' without running for office myself.
Edit: I also think that the voting has become quite chaotic recently with so many different proposals that no-one quite knows what they're voting for.
And stringing together NI chains might be good in an SP game but with the 'elective' model it should be a fresh vote every time.

On a more serious note: The changes that the last 2 expansions make are really huge, so sadly, you can't play unless you get those. You ARE however free to vote.
As for getting someone else to GM: That is entirely at the discretion of the GM. I did that during the game I hosted, but that was because I was leaving for a really long time. I think some few days breaks are acceptable, honestly. Some people are just busy.
Yeah, chaining votes together can lead to many problems, but we can of course find solutions. One that jumps out at me is counting only the first idea as an actual vote while the others are more like suggestions for the coming rounds, so other people know just why you're getting this now - so you switch it later, and then the next person can call a vote on those without as much trouble.
I don't know, but if you want my opinion, the more we leave stuff to common sense, and the less hard laws we impose, the better. Laissez-faire my friend, we ain't a communist dictatorship here
