My recent ruler had a "build 2 city districts by end of term" mandate. I had already built a great many more than that (confirmed in situation log). I suddenly received a popup that the mandate was unfulfilled. It appears my leader died and because it wasn't the end of their term yet, I didn't meet the requirements.
While I understand that production goals need the "by end of term" part, I don't see why "build x districts of type y" would need it. There are mandates for building a certain amount of research stations and the like, and they complete the moment you finish the last one.
And no, I'm playing ironman, so I can't just give myself the unity through the console.
