I see on some Sites Utopia to pre-order... why isn't it available on Steam?

It's possible that some sites might be scam sites. Also some people try to make extra money by selling stuff before they're supposed to...like Walmart!

As a rule of thumb, if something isn't on Steam or Paradox's website it is almost definitely a scam.

usually they are also just "preorder", they send out the key once it releases.
sometimes they then have discounts like Ubis -20% for 100uplay points or what it is
