I have a few questions about buying territories. (I am playing the 1.03 version).

(1) The offer to buy Arizona and New Mexico
What triggers this event, and does anyone choose to pay 200,000 for it? I bought it in one game, but it made the USA bankrupt.

(2) Alaska
What triggers the event and how much is Alaska? So far, I have perfect relations with Russia.

1) I do not think many people choose to buy new mexico. It cheaper to take it by force. One of the easiest ways to get the USA's core, which are not Mexican cores, is to satellite Mexico. You then automatically get all the lands you want from Mexico.

2) I didn't realise there was even an event for the purchase of Alaska

There are several required triggers for this event. First, Texas cannot exist as in independent country. Second, you can't be in a war with Mexico. You also have to have Houston, Austin, and Dallas for it to fire. There are also seperate events for good relations or bad relations. You can see the details in Victoria/db/events. I never buy it, by the way. I just satellite Mexico to get all the land I claim.

The purchase of Alaska is not modelled in the vanilla version of the game. I understand, though, that VIP has included it.

Personally I think the Southwest price is outrageous. $300,000 for like 6 provinces with a total population of around 50,000 or so? And due to buggy traveling between your states will probably never have more population than what grows there. $30,000 would be far more fair I tried changing it in the event file but it still took $300,000.... strange. Yeah Sewer's Folly should have been a regular event for the purchase of Alaska.

What? No Seward's Folly? And to think I was a little upset at historical accuracy when Russia would, on occasion, lose their N.A. provs in the Crimean War.

Well, if there is no Alaska Purchase event, why be concerned, eh?

It is a shame that Alaska is not in there. I just tricked the Brits to give me British Colombia.... It would be useful to have a rail link from Nome to Corpus Christi.

Still, there are a few other territory opportunities that I would like to see:

1) The CSA Alabama Claims
US and the UK go to the Swiss for arbitration. The US claims that the UK knowingly built the commerce raiders (Alabama and Florida) despite the fact that the guns were mounted in Azores. The Swiss side with the US. When the damage was calcualted, the ship sank $15 million (I think) in cargo. the UK said that they couldn't afford it. The US replied, "Canada will do." I think that they settled for $3 million.

2) Lincoln threat to Maxmillian
After the Civil War was complete, Lincoln told the French that the US had a million man army (North and South) and a 900 ship navy (mostly river boats). He suggested that the French should withdraw before the Monroe Doctrine was invoked.

3) Sec. of State James G. Blaine (1881)
Tried to buy Greenland and Iceland.

4) Senator Henry Clay's Claim to all North America.

For more 19th Century American Foreign Policy look at ISBN: 0-395-93886-4
It is a short book.

Thanks for the VIP link. ;)

1 & 2 are included in VIP (afik -- I wrote the event regarding the threat to Max, so I know that's in there, and I think I recall seeing an event on the Alabama claims).

Russia never owned Hawaii. Sure maybe they had ambitions about it but Hawaii was it's own nation until it basically was invaded by American business men and basically forced into becoming a territory.

Are there events in VIP to try to buy Cuba for USA or CSA ?

Before secession war it was an idea (and after for CSA) and it is a solution to avoid war that is the only way to obtain it at present.

President Polk attempted to buy Cuba AND Puerto Rico in the 1840s. Spain declined the offer, and the New Englanders objected because they didn't want any more slave states (Cuba and PR had slaves until about the late 1870s).

Are you sure you aren't thinking of President Franklin Pierce and the Ostend Manifesto?. I don't recall James Polk having much to do with it. AFAIK, he was pretty tied up with Texas, Mexico, and Oregon.

And yes, the CSA and the USA can both buy Cuba from Spain. The CSA ususlly lasts long enough in most of my games to get the event, and it buys it about 33% of the time, from what I've seen.
