Am I able to buy the Katyusha pre-order song now, even after the dlc has been released? I was not aware that there even was a pre-order bonus, but I really want the song.

The pre-order song from La Resistance isn't available for buying either, so I surmise no.
I'd really like for them to make these song DLCs available to buy later on as I missed the La Resistance pre-order.
However, if you can find the music file somewhere (such as YouTube), you can always create a simple local mod containing the song. That's what I did.

Bah, it would be nice if we could buy these pre-order songs at some later date especially because I didn't even realize there was one for NSB and only missed the window by about 30 minutes.

I missed the La Resistance pre order at the time, but I would happily buy the bonus song if it ever becomes available.
