I just bought Crusader Kings II in Steam, how can I register it in the forum?

you can't since it isn't released yet.

Right-click on the game and look for CD key info. Then click on the my games at the top of the forums screen its snug between the forum and blogs tab. Enter the Cd-Key and voila.

I would have thought that when the game is unlocked, a CD key option will be available on the right side of the Steam Library page (when you select Crusader Kings 2). You would just click that and get the key then register it under My Games above.

As soon as you can play the game steam will give you a key to register your game in the forum.

You'll get key after relase (ca. 19:00 CET) and install. Just right click on it in your steam games library and choose "Show serial key number" (or smth like that). Then click "My Games" on top bar of this forum and register.
