Is it worth upgrading from EU3 to EU4? I have been saving up for The Elder Scrolls Anthology (I am giant TES fanboy) but EU4 seems like a pretty good game. Any advice?

I'm not sure If you've decided yet but I've seen eu3 footage, and I have eu4 so I definitely would say buy It.
EU IV has lots of bugs but if you can deal with them then it's a great game.

There's demo available on Steam so you can always give that one a shot first and see how it goes.
EUIV is a better game than EUIII.
How EUIV compares to CKII, V2 or other PDS games... well, that's a whole different matter, and many things could be said about it. But yes, it's better than EUIII, if that's the question.

It's very fun game, just make sure you get it at sale somewhere, comes up every now and then (Steam, GMG, etc...).

Depends, do you value your free time? If yes, buy EU4. If not, buy EU4. Easy decision.
Speaking of the demo, does it runs on 1.0 or is it updated with each patch? I've read somewhere that it didn't...
Deffinetly wait for EU4 to be on sale if money is tight for you. All around the year there are sales for EU4 somewhere and it can save you a lot of money.
You might want to wait for Paradox to figure out what they actually want to do with EUIV, too. They're constantly changing large portions of the game and adding half-finished "features" and lots of bugs. If you can deal with all of that, then EUIV is a pretty fun game.

If you like conquering then no. PD has moved the game from 'let's conquer the world' to 'let's do... stuff'.
If you like NOT conquering, but doing... stuff then yes, buy it.
There's plenty of mods that will let you be all "all of the world is mine now".
I do not play with mods. It's pretty much 'easy mode' as you dumb down the game mechanics to suit your own needs.
Of all the reasons to not use mods, that has got to be the dumbest.

Now that the new patch is out (1.5) I suggest not to buy EU IV. It's unplayable now with gigantic coalitions. I went back playing EU 3 Divine Wind.
