If you use the "buy mercenary" button at a province, the macrobuilder opens up. This is certainly something strange. However, since it is the macrobuilder, it also gives you the list of all merc companies available to you. And not all of them will be buildable in the province you clicked (mercenary companies depend a bit on distance too).
So my suggestion is as simple: give an actual list of mercenaries you can buy at that province, without using the macrobuilder.
