Those German states are dirt-easy to diploannex, but even failing that I'm unsure what you were doing to get such a high BB. I'm playing Denmark right now and at my peak, in addition to my core provs and Norway, also held 5 German states and 3 dutch provinces, but my BB's never been higher than "very bad."
Of course most of my expansion was diploannexation, except the dutch provs. And I have released a vassal or two, which helps. I'm still in very good shape though. I'm on Vhard and have been peaceful for awhile, after letting the Neatherlands go as a vassal (which is almost an exploit on some level
) I'm down to "slightly tarnished". I haven't had a single BB war all game.
Oh, and to comment on the topic, I don't see how this oculd be made to work and maintain diplomatic game balance. Plus it just seems sort of gratuitous...
