Buses and trams stop anywhere!

I don't know whether it is the problem of my computer or anything else. In the map that I made up myself, the vehicles always stop anywhere even though it is a highway.
Actually I have done some searching here but still can't find any solutions.
Firstly, the bus stops are not built near a cross section.
Secondly, even the cars also stop.
After I've tried to remove the bus that stops in front, the following one stops at the same place.
Also, after I've stopped the line from running, the buses of the same line still stop anywhere.
Finally, it became a long queue of vehicles but the drivers don't know that they can change their lane!!!
And the reputation drops the zero...

Well, is it a bug?

Do you build or demolish any roads before this accident?
Is this happens always on the same place or it could be anywhere on the line?

I understand correct, you close the line but all buses stays running? Are you sure you stop the line, red button appears or you just turn off the visible root? When the line is stopped ALL vehicles of this line automatically teleports to the depo, so either you do not stop the line or it is bug.
