When discussing breakdowns on buses, I've noticed that when buses have been stuck in traffic for quite some time, and then finally arrives at a bus stop they sometimes break down. I haven't noticed buses breaking down in the middle of traffic. Have you?

No vehicule breaks down outside of station because of some bugs with metro they spotted during beta :
if a metro broke down outside a station, people were transfered on the street above/under the metro place. It was like seeing people jumping from a bridge to the ground...
So they choose to solve this problem by forcing all vehicule to break down at stations.

Ah, I see! Sounds like a good solution for now. And comparing to real life it sounds reasonable. The bus driver almost always seems to be able to get to next bus stop before asking passengers to leave the vehicle, at least when I'm riding the bus.

The new vehicles shouldnt break so often, 2-3 days after they are purchased brand new.

They should serve at least 2-3 YEARS before they can start breaking down. And even then, they should be taken straight to depot as opposed to sit on road/track.

I definetly agree that vehicles break down way too often, especially considering breakdown chances of 30% are very common! I don't know how often "the dice is rolled", but my guess is every day, and that's totally unreasonable. In game time they stay broken for ~2 days, and after that they may just break down again. I'm upping my maintenance to 95% at the start of every game, however it's so frequent my 10% breakdown-chance-bus breaks down after one minute of real time.. I'm sorry, but that's not fun. I'm also paying my tech guys so they are always happy, but it doesn't really help (if at all?). Taking into account that breakdowns also cost like 15% of the initial cost of the vehicle, it severely punishes you if you try to minimize breakdowns.. High maintenance cost, high tech guy salary, breakdown costs.. it sums up to quite the money. And no, getting 2 big loans to afford metro(s) and then go from there is NOT fun, I don't want to start with a metro every game because it generates a shitload of money while other transportation means don't :(

While you don´t actually intervene in fixing the bus, you can raise the vehicle maintenance (its 50% by default) to reduce breakdowns,

Yes. Please do this! I set maintenance to 95% (the maximum) for all vehicle types.

If a vehicle breaks down, all the passenger's tickets get refunded. (I think. Maybe I'm wrong and I was looking at the cost of repairs?) This is very bad when a fully-loaded vehicle breaks down. It is much better to pay a few 100 per month and have more reliable vehicles than to lose a few 100 per month from breakdowns!
