Bus stops operate last in first out (causing infinite waits)?

If you watch bus stops, some people will never get picked up because it seems that people get picked up on a LIFO (last in first out) basis.

I've been trying to generate enough bus coverage just in a small area so no one waits infinitely. Right now I have 8 lines serving my downtown of 11,500 people: http://i.imgur.com/zxzKfnM.jpg

It's frustrating that it seems like it's impossible to get enough buses even to cover a small area where there aren't people infinitely waiting for a bus. It would be nice if they either operated FIFO (first in first out), or people that can't ever get a bus eventually decide to drive.

This is just another in a long list of issues that will hopefully be addressed by CO.
Fingers crossed that they are working on fixes for the numerous issues with this game.
I just hope in the end we don't end up with CimSity2015!

You are right they work on a LIFO basis (as do all public transport stations). I had some problems with busses too. Some hints:

- How many busses will be used for a specific line is determined by the length of the line only. So don't built busstops too close to each other (As you did in your screenshot). If you do busses will have to stop all the time and will be full very fast. At the last stops they can't take up people anymore and this will always lead to infinite waiting.
- Busses have low capacity in general. As soon as High Density Areas are in the mix single buslines will fail to transport all passengers. To overcome this you should build your buslines in a way they can support each other.
- Busses aren't meant to built very long lines with, they are too slow. Their best use is as collectors and distributors for train- and subway-stations.

1) Set bus funding to 150%.

2) Remove some bus stops to reduce passenger count.

3) Intentionally sabotage the line by making the route longer without increasing the number of stops. Have the bus line take a detour over a long highway section, for instance. The game assigns number of buses based on the length of the line, not the number of passengers or usage. Use this knowledge to your advantage to get more buses for your line.
