Hey guys. At what population should you start using buses? I am at 11000 and have two bus lines that are used by 1 person. Is my pop too low or is it most likely bad bus route design!

Bad bus route design I would say. I've had busroutes with busses filled completely with passengers at that population.

Tips:
Make your busroutes cover the busiest driving routes. If you use the traffic report mod (I think that's the name) you can see which routes are heavily used and then you build a bustoute to cover that.
Also don't build you're routes too short. I usually start building relatively long routes and when these get too busy I will add bus routes and eventually split some.

Maybe route design :) If people don't use it they don't need it. My pop is now 9000, I started the first bus line when the pop was about 5000. I now have 2 lines, 450 passengers a week, 100% funding. Expenses 720 and profits 450 so not costing much. I introduced it to bus workers out to a remote forestry plantation,

Use a hub and spoke design. Create a transport hub around your bus terminal (see the workshop for transport hub assets that people have made http://steamcommunity.com/sharedfiles/filedetails/?id=421466719&searchtext= ) Then create two types of bus routes. The first type of route is the neighborhood route. It weaves through a single neighborhood and never leaves the neighborhood. Create a neighborhood bus route for each of your residential, commercial and industrial areas. This will increase your land value in each neighborhood. Then create the spoke routes. The spoke routes only have two stops on them. The first stop is at your transport hub, where your bus terminal is, and the second stop is in one of your neighborhoods within walking distance from one of the neighborhood bus stops. Create a spoke route to each of the neighborhoods that your created neighborhood routes for. Your cims want to go from home to work and from home to shop. They will transfer a number of times to get where they want to go if you give them the opportunity. Once you get metro and passenger rail you should make sure to place stops for those in your transport hub as well.
