This is actually Franche Comte (and in fact has nothing to do with the first and fourth quarters of the 1363 arms, which are of Touraine).
Duchy of Burgundy:

And this is Burgundy Ancient, which was granted approximately in 1170 and used until 1363.

EDIT: It's also either a poor rendition or something else entirely - Burgundy Ancient is "Bendy of six or and azure, a bordure gules" - that is, only six stripes, three gold, three blue, with a gold in the upper right and blue in the lower left. The image is barry of seven.

These arms replaced Philippe le Hardi's arms (the quartered ones above) sometime during Philippe III le Bon's reign (1419-1467), presumeably after the inheritances of Holland and Brabant.

I see no border on the second and third quarters (besides, of course, the solid red border around the Burgundy Ancient halves in each). The absence is particularly clear between Brabant's black field and the sinister supporter.

There is a thin band of white space between the bottom of the arms and the wreath, but if you look closely, it's on both sides - that is, below the red and white border of Touraine also. This is not part of the arms, but of its background.

The first and fourth quarters should remain completely unchanged from the 1363 arms (except where covered by the inescutcheon); it's only the second and third that are divided further.
