I'm playing as Castile and I got the BI. The emperor demanded the Low Countries, but according to the tooltip, the emperor should have inmediately declared war on me (read the Wiki) when I rejected his request. Of course I rejected his request, but I don't know if it is because I am way stronger than the emperor (I have PU's on Portugal, Aragon, Naples and Burgundy), the war was not triggered. I don't want to raise a bug report since I really don't have any hard evidence (my only evidence was the pop-up that I closed without thinking), but anyway, is the tooltip wrong or the game is bugged and the emperor should declared war on me?

The emperor won’t declare the war if you are too strong. If you check the HRE window and see that the event is over, the emperor decided not to attack. I think the reason behind the tooltip saying they will attack is to make sure the player understands the implication of refusing to release the princes.

He can back down last minute, france was stopped from declaring similar suicidal wars

Doesn't the event say "May lead to war with the Emperor"? Or does it straight up say they will declare?
The event says they will declare.
The emperor won’t declare the war if you are too strong. If you check the HRE window and see that the event is over, the emperor decided not to attack. I think the reason behind the tooltip saying they will attack is to make sure the player understands the implication of refusing to release the princes.

So yeah, the problem is then the tooltip affirming that they will declare.

I checked the events and all of them allows emperor not to declare
I believe this is in reference to what the player sees when they hover over the option “All Burgundy is ours.” The player will see “the Emperor of the HRE declares war.” This is the emperor demands the Low Countries part of the event chain. It is a bit misleading because there is a chance that the Emperor won’t declare if you are too strong.

and the options in events are "The Emperor may Demand the Lowlands!" "This may lead to a War with France!"
The Great Privilege event which you linked is for the case that Burgundy stayed independent. And I don't see a way for the emperor to back down after he demanded the lowlands in The Lowland Crisis(or the burgundian inheritance incident if emperor is active), because then Burgundy's overlord gets the event The Emperor Demands the Low Countries and if they choose the option "All of Burgundy is ours!", the event directly declares the war and there is no way for the emperor to choose again.

I see three options which could have happened:
  • the emperor could not declare the war. I don't know which of the reasons which prevent a country from pressing the declare war button, also prevent war declarations by the declare_war_with_cb effect, but I'm pretty sure that they won't be able to start the war if this would cause them to end up in a war with a country with which they are already at war or who is on their side in another war
  • The emperor did not actually demand the lowlands in the incident/The Lowland Crisis event and instead some other event gave the impression that the emperor would declare a war in the future
  • there is a bug in declare_war_with_cb. A save from when the event is open would be most useful to reproduce this

When the event triggered, I was at peace and I had no truce with the emperor (Austria), so I don't think that the declare war button was unable to be pressed. As far as I remember, the emperor was also at peace.

On the other hand I'm quite sure that the exact event I linked to in my original post and that you also linked to was the one that appeared to me.

Unfortunately, I don't have a save of this, since I didn't think it was bugged before closing the tooltip (I had already braced myself for war), but the bug should be easy to reproduce. I've seen that if you are playing as Castile you can ally Burgundy on day 1 if they don't rival you, which almost surely means that you'll get the inheritance, since Burgundy only has enough relations cap for one more alliance, and you are strong enough to make Burgundy prefer getting PU'd under you than going solo; and you will also be strong enough to scare Austria from attacking once he demands the Low Countries.

Did you test with only the first reform passed?
Yes, the war does not happen in that case. That reform gives the imperial ban CB and the event is coded to use that CB if the first reform has been passed

I did test with only the first reform. I didn't test what happens if more reforms are passed, but there is no condition in the event for more reforms, so I don't think that they would have any impact
