I'm playing France for the first time in several patches. Right before I'm about to declare war on Burgundy to take a blobbed Brabant off him as a vassal, the BI fires (yes, he was already at war). Oh well; I have to settle for inheriting some provinces, including the state of Burgundy.

The problem comes several years later when I finish Admin ideas and can make more states: I finally make Burgundy a state... and it stays at 75% autonomy. And doesn't tick down. Just for the record, the button to core each province is grayed out with a tooltip telling me it's already a core - which makes sense to me as the BI seems to be the same as a PU inheritance. But that leaves no explanation for why the LA is permanently floored at 75% for what is now a state.

I can't imagine this is WAI ... is it a bug? Am I missing something?

(FYI at the same time I stated Burgundy I also stated Catalonia, which I had conquered off Aragon some time ago. That I had to pay to core, and it worked normally, dropping to ~28% LA.)

maybe your autonamy reduce is not high enought? sometimes autonomy may even rise by itself each month because its at positive value each month. can you check it too?

Ah, I think you have solved it for me. The tooltip for ticking LA change showed nothing, but I neglected to mention that I was at war, and I failed to realize that France as a Kingdom (still only 800 dev) didn't get any ticking LA reduction of it's own. (I thought Feudal Monarchy rated better than 0/0/.025.) So I should not have expected to see any ticking LA reduction anyway until I got the .10 for peace.

Of course, that's still disturbing because I was at peace for some intervening years, so the "underlying" LA didn't tick down the way it would for a conquered territory - the way it did for the Catalans, for example, who had gotten all the way down to 28% when I finally stated them. That still smells wrong but I guess it might not be a bug if they were trying to nerf the BI.

Oh yes, it was a state. I tried doing it several times before I gave up and asked on the forum. It still seems weird that the underlying LA had not been ticking down in the previous years, but I tested it by peacing out: while it remained at 75%, the .10 ticking reduction for peace then appeared normally.

Does a PU instant inheritance work the same way? Start at 75% when you state no matter how long you've had it as a territory? Or is that just the BI? It's been so long since I inherited a PU (as opposed to integrate) I don't think states existed yet.

as I know PU inheritance makes them start at %65 if memory serves

How sure are you that you've made the state? Because when the BI fires you get state cores on all the land, but it doesn't get made into states. So it's quite possible that you have a state core on the province in question but haven't actually made the relevant state yet. The underlying autonomy should have been ticking down whenever you were at peace. BI sets LA to something like 80 if memory serves.

With a PU, it depends whether you integrate or inherit. If you inherit then it doesn't increase LA at all. If you integrate it gets increased to 60. The BI does not in any way follow PU mechanics, though.

Ah, thank you for the 65% PU figure. It seems odd that the BI starts higher and doesn't track any underlying tick down until statehood, but not so odd that I would assume it is a bug, now that I know the ticking reduction works normally once it's stated. Might just be a BI nerf.

And again, yes, I really am sure I made it a state. As I mentioned above, it started ticking down at the .10-for-peace rate once I was no longer at war, not possible it had still been a territory.
