So as in the title I'm just going to suggest a variety of ideas and would love to see people comment about it to see if it will work and if it is a good idea.
1) My first idea is that if a province or multiple provinces have high autonomy a chain of events should occur. One chain lowers the income of the province and can possibly spawn rebels or the other choice is that the province/provinces become so autonomous that they become a vassal of the owner of the province. Essentially they are so autonomous they might as well be their own nation just having to pay dues to an overlord. The broken away nation will act as a normal vassal with all the standard interactions. I personally believe the new vassal that has broken away should not be a nation that does not exist but has a core on the province but rather a completely new nation. The nation could be named after the province that is its capital and its ideas can either be generic national ideas or a new set of national ideas for countries that break away like this
2) My next idea is a formable Czechoslovakia. There shouldn't really be much to this. The nation will need to have admin tech 22 and the required provinces should be Prague, Silesia and whatever province modern day city Bratislava falls on. The ideas from the old nation will carry on. It is essentially the formable nation of Westphalia for the West Slavic group. The flag can simply be the flag used by both Czechoslovakia and the Czech Republic.
3) My last idea regards the El Dorado custom nation maker. One of the fun things about EU4 in the historical setup is that there are a bunch of nations that have cores but don't actually control any land. Nations that you can create via breaking them off via peace deals or can come into existence via rebellions. When using the completely custom setup you can't do this. So this is what I propose. When a custom world is created, alongside the created nations that control land, nations that have cores on provinces but don't control any land are created. On top of this some nations with lands can have cores on provinces that they don't own, right from the get go. In addition to this when you are creating a nation you can right click on a province that you want for your custom nation. What can appear is crossed pattern (the pattern when you siege a province) on that province signalling to show that you will have a core on that province when the game starts. This could cost half the price than just starting with it.
