Bulgarization of the Balkans focus

Alright so im going to non-aligned Bulgaria and the focus isn't completely clear. It says that I can get decisions, but then it says "Current effects" Which makes me think that this is a focus that if you take it and you only have a few pieces of the balkans, you cant core the rest.

So how does this focus actually work?

This is far from the craziest decision. Check out the Turan ones, those are truly insane.

Imo it should only apply for the territories from the Treaty of Stefano. (And perhaps also Istanbul for the memes). Paradox pls fix.

There is a slight bug with it, in that you can't core Crete, and Dodecanese. Even though they are Balkan states, they will never be adjacent to any of your cores.
