Bulgaria - Pressure to lift army restriction - Historical focus requirement

I have been playing bulgaria after the recent patch, and started out on ''historical focus'' mode. After a couple campaigns I was starting to find this historical mode a bit too predictable.

I then made a ''semi historical'' game setup file. Basically, I selected historical focus for most major nations, but left all others on ''default'' to get a bit more variation in the game.

However, now I find that UK keeps refusing to lift my army restrictions. So then I look at the game files, and find a modifier for acceptance ''historical mode on = yes > factor 50''.

Historical focus is on for the UK, but the ''historical mode for all''-button is toggled off.

Is it WAD, modifier checking for ''global historical focus'', instead of historical focus in the target nations (in this case the UK)?

Yes, global historical focus check is used.

That's useful to know. Should probably be changed though. Would suck to set up say all European countries to historical, but leave the rest of the world non-historical/default only to have something like a 1936 war over the Turkish straits.

Working as designed, but should probably be changed.
