No, that should only happen with occupied territories (never with cored territories).
ie. German acknowledges Bulgarian territorial claims -> Italy joins the Axis -> Italy declares war on Greece and occupies Central Macedonia ->Bulgaria joins the Axis -> States are transferred to Bulgaria
Germany will not recognize the territorial claims over any state that is already occupied by a German ally (So, the sooner Bulgaria negotiates the claims, the better, if you wait too much and Italy occupies Central Macedonia, Germany won't be able to aknowledge your claim there, and it will not be transferred to Bulgaria after joining the Axis).
There is a state modifier communicating that a state administration has been pre-arranged and will be transfer to Bulgaria.
The states that can be negotiated are: Southern Serbia, Macedonia, Central Macedonia, Thrace and Dobrudja.
