Building which grants all planets a resource

I'm trying to create a new building which when built will supply each planet with a certain resource, not just the planet it was built upon. Is this possible?

I'm terribly new to game modding and come from web dev.

I would have the construction put a country_flag onto the country the built it and then another trigger that looks for a country with that flag and give it the bonus you want to all of its owned planets.
