Building upgrade

Dear forum,

I would like to make sure that I am not missing something here:

Is it right, that upgrading a building like e.g. the research center, does not make sense as long as more construction slots are available? The cost and production output both doubles, but in addition you need a rare raw material so that two Tier I buildings are cheaper than one Tier II building. Right?

Yes it's more efficient to build more than to upgrade.
The rare resource upkeep cost are a big factor in this.
