Building unlocks

Special building unlocks. I can load a save, wreck and tank my city to get some of the worse off unlocks (such as court house etc or the abandoned building one), save the game, then open my previous save and carry on to make my city nice and sweet with the new unlocks (for cash and population obviously).

Bug or WAD?

I've tested this on several saves, most definitely happens, so I can trash a city, get the unlocks for buildings such as the observatory or courthouse), and then go back to my previous save and have the buildings there for me to use...
