It makes no sense that every planet has variable district slots but only 12 building slots. Make both of them scale with planet size for a little bit more realism.
It makes no sens FOR YOU
But the thruth is that buildings are tied to city districts, and those are tied to planet size so... it is what you are asking for - bigger planets has more building slots than smaller ones, unless your big planet is super huge farm, and small planet is one planet-size city... which of those two should have more "buildings"?

The use of "Realism" in Stellaris is wrong on many levels, not sure where to start.

Small planet: I can unlock 12 slots with city district and that is it.
Big planets: I can unlock 12 slots and still have good specialization in one direction.

It is ok now. Dont fix what is not broken.

Yeah, right now the opportunity cost of 2x12 colonies vs 1x24 is hardly anything and I think that's what it should be. Who knows what it will end up being in the sprawl rework.

To be honest I'd be happy to see the per-colony sprawl cost go away entirely, or at least go away once it's out of the initial colonisation stage (when it gets a proper capital).

I think it's more important for planets to have something that inherently biases them to one type of use without essentially demanding it so they suggest a path for optimisation without being so prescriptive you aren't making choices.

I'd say 2x12 is better than 1x24 right now, but the problem with making small planets worse isn't in class I have a few big planets and you have a lot of small planets, it's when we have about the same number of planets but most of mine are just flat bigger than yours.
