Building ships in a occupied shipyard

It seems that you can build ships in an occupied shipyard now, and it seem to get full benefit of difficulty level cheats that AI enjoys. I just discovered this, and it seems like borderline cheat. On grand admiral difficulty I can build battleship in enemy shipyard occupied by me, for less alloys it takes to build a cruiser in my own.

Is this mechanic intended?

Explain difficulty level cheats? You mean build speed, or is it cheaper?

I would somewhat understand a cheaper price at their shipyard as you are using some of their materials, but I'd say make it take longer as they wouldn't want you to use their shipyard. That's just me though.

Capturing starbases and fully utilizing them as fast as we do now is not a immersive feature it would make sense for the larger starbases to require armies to capture or much more severe bombardment and of course the starbases should require repair depending on how much damage they have taken in battle even if they haven't been captured.

Right now a civilian station (habitat) with lots of fortress is harder to get around than a dedicated military station which doesn't make sense.
