Basically to develop on the idea behind alert icons and the tutorial, in order to remind newer, returning (which may be a substantial demographic!) and erratic players that some things need doing and offer a suggestion of what a good (not necessarily the best) course of action would be.
Something like:
'You have constructed several troop training buildings. Constructing a Keep now would be a good idea now, giving you more new troops than any individual building upgrade.'
Or:
'A Keep only increases the output of your troop training buildings. It would be a better idea to build some troop training buildings first before upgrading your Keep.'
Or:
'Your sister Princess Peggy Sue has remained unmarried for a couple of years now. Perhaps it would be a good idea to find her a spouse before it's too late.'
Or:
'Allowing your brother to join the Knights Templar is not as bad an idea as it might seem, as he likely to become, in time, the Grand Master of the Order, bringing great honour on your dynasty and ehancing its prestige.'
Or:
'My liege. I know you like your independence, but it may be a good idea to bend your knee know when the emperor is still asking. It's better to be a vassal duke than to lose your counties one by one.'
Or:
'You have been constructing a lot of troop buildings lately. Remember to improve your income base too (by upgrading Castle Towns and founding new cities in your demesne) so you can pay the upkeep for your armies. Otherwise you may not be able to keep them in the field for too long without going bankrupt, with unpleasant consequences for your armies' morale and the governance of your realm.'
This kind of stuff. A bubble with a face. Turn on or off at will. Possibly as a paid-for DLC / included in bundle with the base game.
