This has been happening a lot in my games recently: someways through it just decides to mess up the building options. You'll notice here that the only thing I can build is a dock, yet I have icons for 8 different buildings lit up, which doesn't allow me to properly know what is open for picking (granted I cash cheated here which gives me this problem more than normal). It won't highlight all possible options - I can also build a farming facility and it is not lit up - if it is available it will light up too and then go back to red when it isn't available. It also does not fix itself after saving and closing everything down and pulling it back up - it's jammed in the save data somewhere.

Does anyone know a way around this? Perhaps there is a code to refresh the options in the cheat menu?

Buildings that are one tech ahead of you are also lit up. And maybe you don't have any provinces where you can build a farm estate, then that's why its picture is red

It's only not lit up if it's impossible to build it anymore.

Say you have one province and there's a dock in it. Docks will be red. Not lit.

If you have a province and the maximum amount of buildings is already present, but you COULD build a manufactory if you would destroy a different building or develop your province then it'll be lit.
Same for provinces that can't have any new building in them because something is being built at the moment (as it is happening in your screen).

As long as it's technically possible to build something it will always be lit. The flag on the other hand only tells you what's possible right now.
Two different sets of information.


Admittedly there is a minor UI bug regarding "technically possible", but it doesn't really matter.
