I lack the option of making it possible to build infrastructure/IC and forts for allies/puppets.
It would be made of our IC but made for them - on their territory. If my ally is weak and I want to strenghteen its borders why cant I build some forts there for him? Or my supplies in Africa as Germany are weak - so I spend my effort to better it (although it is Italian territory).
It can be more expensive than in our own land but should be possible - at least for puppets. Maybe allies should be asked if we can do such actions. Something like/similar military access option.

Airborne: Who would take the IC hit, though, on the fortress/coastal fortress construction, do you think? Should the "leader" of the alliance/puppet state take it, or should the puppet state have to deal with it? I mean, if you force a nation like Slovakia to make forts in their country...well I doubt they'd be able to make too many, given their limited IC.

I mean if YOU want to build it. So you pay - your IC is used. Its addition to that countrys effort not their own.
I would like to make Carpathian mountains fortified in 43/44 scenario. Build forts in Italy - before their surrender to make preparations if the allied succeed. Thats what I mean. Or build additional airport/AA (or expand existing one) near Ploesti.

Airborne: Makes sense. Thing is, you also have to consider the expertise of builders in nations like Romania/Poland/Slovakia (where the Carpathians are); I would presume they are not as solid as German or American engineers. I suppose that can be worked around logically in my head, if Germany just lets them use their design plans, but then think of the feasability of defenses in mountainous regions -- does that really work? I know when the Soviet Union invaded Afghanistan they ran into major issues simply because there was only like one pass to go through, so it was easy to defend. Sort of a modern day Thermopolaye. (sp?)

You could also send "advisers" to help your lower tech ally build the forts, so even that is not really an issue.

I think that Airborne has a good point here. I think that you would send your own advisors and it maybe should cost a little more than if you were on your own territory. I hope this is an available option.

You have troops stationed on allied territory - building forts, bases (air, naval etc). This is a neccessary option. If I would like to mod semi-independent countries like Quisling Norway, Netherlands, Danemark I should be able to make my installations there. Another thing - who would stop Germans form creating something on the Vichy territory or Japs in Manchuria? Post war - Russians in Germany and satelite states.

But where will be the difference between occupied country and puppet country. Actualy in HoI 2 you can construct infrastructures in occupied countries, not in a puppet country and I think it is realistic as it is. Btw you can construct the infrastructure in the occupied country and make it a puppet later on...

Lets say you control german DDR puppet and you want it to build forts and AA. There is no feasible way without having to resort to external forces like events. There is a logic behind telling your puppets to build forts in important areas and it would make sense that they listen. Although im having a hard time figuring out how building in another nation's territory would be handled in game.

It would be interesting though.

Occupied territory and puppet states are something completely different. Another thing is that I also mentioned allies.

OK - once again:
1. Diplomatic option (similar to the military access) - to have possibility to build on allied territory. Puppets cant say no.
2. Building from province level. Select the province and then the instalation you want. Like on your own territory.
3. Building cost goes from your IC and is higher than normal (+50% ?)

Giving commands to puppets and requesting allies to do so would be also great but they often do not have the ability to do it (like low IC).

Germany:
AA to defend Ploesti oil fields - you like it better to be handled by events?
Defensive lines, airports, ports, AA in Slovakia, Italy, Africa, Vichy, Balkans...
Its neccessary IMO.
Its the same problem everywhere. Japan in Siam and Manchuria, UK in Commonwealth countries and dominions and so on.

It'll be really useful especially for Germany to do something in North Africa by building transports in Italy. But I can already smell exploits in this feature. I think it should be limited in some way like for example you pay your ally for the project and they can decide on doing it or not.

This would also be very useful for the US - building airfields in Britain, for example, to support US air units stationed there, or building airfields and naval stations in the Pacific, for example on some of the Australian/British-controlled Solomon Islands or on New Guinea. Basically, if your troops can fight there, you ought to be able to build supporting infrastructure (airfields, ports, AA, radar, forts).

It shouldn't not be more expensive. Why the fortress build by Germany in the German part of Alps should be cheaper than fortress build by Germany on the Italian side? Doesn't make much sence.

The cost of the structure should be determined by the level of infrastracture, the terrain and distance from the sorce of necesary resources like steel. If the structure is built on hostile territory it should be increased due to the level of partisan activity.
